Scholarships
The National Law Enforcement and Firefighters Children’s Foundation awards scholarships to children of law enforcement and firefighting personnel who were lost in the line of duty. These awards recognize academic achievement and help students by providing financial support for their education at qualified institutions.
The Award
This merit-based award involves a minimum of $1,000 and up to $5,000. The number of scholarships awarded depends upon the yield of the endowment. Recipients of this award may be eligible to have the scholarship renewed for up to four years. To be considered for additional years the recipient must produce documentation that proves he/she maintains a grade point average of 2.5 is registered and maintains a full credit load within each academic year.
Who is Eligible
Applicants must be a child of a law enforcement agent/officer or firefighter who lost his/her life in the line of duty ( see Attachment A ). Awards are based on scholastic and other achievements such as demonstration of leadership, outstanding performance in the arts, sports, or volunteer activities benefiting the community. Candidates are not required to demonstrate financial need. Candidates must be pursuing a Bachelor's degree, Associate's degree, certificate or diploma at any accredited college, university or technical institution in the United States . Each candidate must be registered as a full-time student during the entire academic year and maintain a 2.5 out of a 4.0 grade point average, or the equivalent.
Applicants will be reviewed by a Scholarship Committee. Scholarship Committee members will not participate in discussions and will not be involved in decisions regarding applicants to whom they are related. Applicants must reside and attend school in the United States.
Winning candidates must show evidence of enrollment or acceptance in an appropriate degree or certificate program for the following academic year before receiving the award. Winning candidates must submit copies of their transcripts each year showing their GPA. Awards will be paid directly to the student's school for the benefit of the student. Grants will be discontinued for any candidate who does not, each year, submit proof of full-time enrollment for the following year and his/her GPA for the prior years.
Application Procedure
Each candidate must submit the following six items:
- Completed application form ( see Attachment B ).
- Documentation of academic record and current school status; include most recent transcript and letter of acceptance into chosen school or study program (when available) evidence of awards, honors, leadership positions or other achievements.
- Personal essay, not exceeding 700 words, summarizing personal and professional achievements, and career goals.
- Documentation verifying connection to law enforcement and firefighter's descent, and that the deceased officer or firefighter had dependents ( see Attachment A ).
- Letters of recommendation from three individuals excluding family members, including one academic, one personal reference and one from the related Law Enforcement or Firefighter employer.
- Written notification confirming a line of duty death occurred from the chief executive officer of the involved agency.
Decisions of the judges are final. NLEAFCF reserves the right to withhold awards in any category in the absence of qualified applicants.

Victoria Ovis Memorial Scholarship Award
The Victoria Ovis Scholarship will be awarded annually to one exceptional student. Recipients of this award must be a student from or living in the New York area of any United States law enforcement officer or firefighter who was killed in the line of duty.
The National Law Enforcement and Firefighters Children's Foundation (NLEAFCF) established a scholarship fund in honor of one individual who dedicated her life to law enforcement. Victoria Ovis, who passed away suddenly on May 25, 2005, had over 30 years of law enforcement experience with the United States Customs Service and the Department of Homeland Security. Prior to her death she worked with Louis Vuitton on their criminal enforcement task force. In her honor, friends, family members and colleagues donated several thousand dollars in her name. As the Victoria Ovis Memorial Fund continues to grow, NLEAFCF will honor one outstanding student each year in Victoria’s memory.
